Officer Parker was born in Watsonville, CA. and graduated from San Rafael Military Academy and Brigham Young University before joining the Honolulu Police Department.
On March 1, 1985 at approximately 11:30 p.m., Officer Parker was riding his police motorcycle on Kahekili Highway when a cow sprinted across the roadway in front of him. Officer Parker collided into the animal and was thrown from his motorcycle. He was transported to Queens Hospital where he later died from his injuries.
